Budgeting
Under 'Current Recommended Consumption' in the budget worksheet, am I to assume that the budgeted number I'm working off of is net of the special expenditures that I've entered into the program and therefore I should not enter those expenditures into the various line items since I'll be double counting? Thanks,

That's correct. As you see on that budget worksheet, it begins with your Consumption number. This is your discretionary spending amount after off-the-top expenses. For a list of those off-the-top expenses, see the "Total Spending" tab in the main report of the spreadsheet. You'll see there the Total spending at the far right, minus all of the middle columns, equals the first column on the far left. So it all balances.
But yes, that budget sheet is help you think through your discretionary household spending (i.e., consumption).
