Yes, I believe so if you use a brokerage account for your IRA. See Vanguard, for example. Or give them a call and I suspect they will confirm that yes you can. I believe you can buy them at auction and the secondary market. You could also by I-shares through a brokerage IRA account.

Yes you can buy new issues in an IRA (the best place to hold TIPs due to the periodic interest payments). I buy new issues on line through Charles Schwab. They are sold at auction, usually in April and October. The borrowing needs of the government will probably lead to more frequent auctions so check out Treasury web site for planned sale dates.
