should car insurance, life insurance, business expenses, living expenses such as fuel, utilities, trash removal, etc be entered under special expenditures?

Non-life insurance could be entered. There's a line item for household expenses in Housing that you can use for anything.

But, "living expenses" in general, is what ESPlanner is computing and calling "consumption." So, the level of detail (which would reduce the general consumption number) to account for everything you spend money on is what you're asking about. ESPlanner is a general planning tool. At some point, there's too much detail to account for everything.

That said, I think the answer to your question is "No."
